Why won't my peonies open into full bloom?

My peonies are brown at the base of the flower, The buds will not open or partially open and turn brown. Is it a mold or fungus? What can I do for them?

This is hard to answer, because stress or damage of various sorts often causes buds to die before opening. It could be some environmental stress (too much heat, drought, winter damage, etc). Treat your plant well, and wait til next year. If it bloomed before, it likely will again.
