How large are the dark spots on the upper surface? Have they increased in size over time? Is there yellowing around the edges of the dark spots? I suspect that they are from a fungal disease, but could be caused by bacteria or environmental problems, too. If only a few leaves are affected, you could remove and destroy them. If much of the plant is affected, you may want to apply a fungicide. The fungicide won't remove the dark spots, but can protect new growth from getting fungus.
Are you able to scrape off the white spot on the underside of the leaf? Or is the white coloration part of the leaf? How large is the white spot? I suspect that the white may be an insect infestation such as mealybug. Again, if there is only one spot you may be able to physically remove it. If the infestation is widespread, you may need to use a swab dipped in rubbing alcohol to kill the mealybug.
