What is the BEST way to store bulbs/tubers/rhizomes/etc. over winter?!? (Different sources all contradict one another!!!)

I have a few plants (dahlia, canna, etc.) whose bulbs/etc. I'd like to store over this coming winter. But I'm not sure HOW to do so. Various sources contradict each other in stating whether to store the bulbs DRY or MOIST--one says one thing, another says the other. Which is correct?!?

Tender bulbs should be stored cool, with enough humidity/moisture to keep them from shriveling up, but not so wet that they could rot. Often it helps to store them in peat moss or vermiculite to keep humidity around the bulbs, but not too much moisture.
