bulbs on end of tulip stalk

All of the foliage on my tulips have died out but the stalk is still standing with a bulb looking growth on the end of it. What is that and what do I do with it? If it is a new bulb, can I cut it off and plant it or let it fall to the ground?

That's the tulip trying to make seed. Do not allow this to ripen or your bulbs will put all their energies into developing seeds (which in most cases are infertile) and not putting energy into the bulb for next year. Snap them off so the plant puts it's energies below ground.
