sick soil

I have established perennials in several beds that are doing OK and have been mulched well over several years, but they need additional amendments now to help out. I need the best way to add nutrients/compost or top soil without removing everything and starting over. Can I just sprinkle new top soil or compost over the existing beds and water it in ?

You can topdress with compost on existing beds. It's best to add an 1 or less at a time this way, however. And it will take some time for it to work its way into the soil. Watering in won't help much; the main way it gets incorporated is by earthworms who drag the organic matter into their burrows.
