Can I put plants in the ground in July in the Northwest (Zone 7)?

I have cleared my garden area and am planning to put new top soil and eventually bark. I live in the northwest it is the end of July. Can I still put plants in the ground? We are getting into sunny weather and that makes me want to get out there and put the garden in. Will the plants survive? We have an irrigation system and are planning to modify it to be a drip system.

As long as you can provide adequate moisture, there should be no problem in planting your garden in late July in the Pacific Northwest.
