It sounds like they're just extremely dry. If so, dunk the pack into a bucket of water for 20 seconds or so to soak it thoroughly. If you don't think dryness is the issue, perhaps it's just stress from being in a cell pack. The best solution for that is to go ahead and plant them in good, loose garden soil. They may need a little extra babying during their first week in the ground. Mulching will help.
