Shriveling Stems on Impatients

At the base of the Impatient's stem it is shriveling and then just breaks off. Does the plant have a disease or is it the soil or watering.?

That sounds like something that happens to impatiens growing in poor soil, arid conditions, or both. Make sure your soil is loose and fertile, and that you water plants regularly.
