The way I foiled our resident squirrel, was to plant tulips in a plastic raspberry pint basket type container, and cover it with chicken wire. Plant the bulb in the container, cover it with chicken wire, and plant the entire thing at the proper depth, covering the whole thing with mulch. The tulips will grow through, and the digging burrowing critters can't get to it. In the fall, it is easy to remove for the winter. I've never had any problem with daffodils.
