Deer Eating Vegetable Plants

I read about a fertlizer that would ward off deer. What is the name of the fertlizer?

You may be referring to blood meal. It is sometimes used as an animal repellent (more effective deterring rabbits than deer, however), but because it has a relatively high nitrogen content, it has some fertilizer value too. There are also some reports that Milorganite (which is processed sewage sludge) has some animal repelling qualities. You could also use a commercial deer repellent, such as Liquid Fence, labelled for use on vegetables.
