How do I paint over stained and sealed bead-board?

The first thing you should do is sand it to get the top layer of sealant and stain off. The use and oil-based primer like Kilz as your first coat (you may even want to go with 2 coats of primer depending on personal preference). Then paint with 2 coats of finish paint.
